Yes. We prepare ARC submittal packages for both communities and have been through each process.
Does building in northeast Mesa cost extra?
Sometimes. Lots near Red Mountain or the foothills may hit caliche, which we account for upfront based on your specific neighborhood.

Typically 3 to 4 weeks. We build this into our week 3 to 5 engineering and permits phase.
